It is not necessary for your group to use any of these changes, but it is a good idea to talk to your DM so that everyone is clear about which rules are being used. As always, the rules are what the DM says they are, with no argument and no court of appeals.

...if your DM plays that way, yes. Remember that the DM is the rules moderator, not the rules totalitarian dictator.

about multiclass feats 1001...
I would rather suggest them because, even for a minmaxer as myself (to know a problem is the first step to solve it...) MC feats are quite good: give one skill training and some useful ability.
the only problem is that only the first one is that useful... the others are pretty useless - stealing your feat slots to do something else, not something more.
